IGNOU International Students 2026: Admission, Fees & Exam Guide
IGNOU international students 2026: admission for overseas & FSRI candidates, SAARC vs Non-SAARC fees, 25 Overseas Study Centres, exam rules & 30/70 grading.
IGNOU is one of the world's largest mega-universities, serving over 4 million students globally. Beyond its massive domestic network, the university runs a structured international operation managed by the International Division (ID) at its New Delhi headquarters. If you're an international student — whether living abroad or a foreign national residing in India — this guide covers everything you need to know about IGNOU's international admission, fees, exam logistics, and academic framework for 2026.
IGNOU International Division: How It Works
The International Division, based at IGNOU's Maidan Garhi campus in New Delhi, operates as a single-window portal for all international academic activities. It manages the complete academic lifecycle of foreign students: admission processing, eligibility verification, continuous assessment tracking, examination coordination, and degree issuance.
The division operates under four core pillars: Collaboration, Cooperation, Coordination, and Competition. It also coordinates diplomatic visits, educational MoUs, bilateral academic exchanges, and government initiatives like the Indian Knowledge System (IKS) and the e-VidyaBharati and e-AarogyaBharati (e-VBAB) Network Project.
Two Tracks for IGNOU International Students
IGNOU divides international students into two administrative tracks with different compliance requirements:
1. Overseas Students (via Overseas Study Centres / Online)
Students residing in foreign countries who access IGNOU programmes through local Overseas Study Centres (OSCs) or fully online via the Learning Management System (LMS). These students apply through the IGNOU International Admission Portal (Samarth) or via designated Overseas Study Centres. They submit verified academic credentials, passport copies, and translated transcripts directly to the International Division.
2. Foreign Students Residing in India (FSRI)
Foreign passport holders legally living in India who enrol through IGNOU's domestic Indian Regional Centres. FSRI admission has specific regulatory requirements:
- Valid Study Visa covering the minimum programme duration (Nepal and Bhutan citizens are exempt)
- Embassy NOC: No Objection Certificate from the student's embassy in India (OCI/PIO/UNHCR cardholders are exempt)
- AIU Equivalence: Foreign qualifications must be validated through the Association of Indian Universities
- Translated Transcripts: If original documents are not in English or Hindi, sworn embassy-verified translations are required
Both tracks follow the January and July admission cycles.
IGNOU Overseas Study Centres: 25 Centres in 15 Countries
IGNOU maintains 25 active Overseas Study Centres across 15 countries, serving over 90,000 international learners. These partner institutions act as local administrative and academic extensions of IGNOU, handling:
- Academic counselling and tutoring
- Assignment processing and evaluation
- Distribution of printed study materials
- Practical laboratory sessions
- Local invigilation for Term-End Examinations
Key partner institutions include the Bridge Academy and Polyglot Institute in Oman, Kuwait Educational Centre in Kuwait, Al Hikma Educational Institution and Emirates Professional Training Institute in the UAE, CAIIDE in Kyrgyzstan, and Bakhtar University in Afghanistan.
IGNOU Online Programmes for International Students
Beyond physical centres, the International Division manages a dedicated Learning Management System (LMS) supporting over 44 fully digital academic programmes accessible worldwide. Additionally, through the e-VBAB Network Project (in collaboration with the Ministry of External Affairs and TCIL), IGNOU delivers 51 online programmes across 19 African nations and Afghanistan.
The Overseas Facilitators Scheme further expands access by engaging existing study centres and foreign educational entities to boost global enrolment in online degree programmes.
IGNOU International Fee Structure: SAARC vs Non-SAARC
IGNOU uses a geographic fee tiering system that stratifies students based on diplomatic alignment. SAARC countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka) receive subsidized rates in Indian Rupees (INR). Non-SAARC countries pay standard international rates in US Dollars (USD).

IGNOU Exam Fees for International Students
Term-End Examinations are conducted globally twice per year (June and December). The International Division coordinates exam scheduling, question paper dispatch, secure invigilation, and answer script evaluation across all territories. Fee structure depends on where the student is registered and where they sit for the exam.

Academic Evaluation: Same 30/70 System
IGNOU maintains strict academic parity between domestic and international students. The curriculum, learning outcomes, and evaluation standards are identical. Every course follows the standard credit system (1 credit = ~30 hours of study time) and the two-tier evaluation framework:
- Continuous Internal Assessment (30%): Tutor-Marked Assignments (TMAs), practical logbooks, field reports, and project synopses
- Term-End Examination (70%): Comprehensive written exams at the end of each semester/year
Overseas students submit hard-copy assignments to their Overseas Study Centre. For fully online programmes, assignments are uploaded digitally through the LMS. Evaluated marks are transmitted to the International Division for grade card updates. Use our IGNOU Percentage Calculator to compute your grade.

Tips for IGNOU International Students
- Apply early: International admission processing takes longer due to document verification and embassy NOC requirements. Apply at least 2–3 months before the session starts.
- Verify AIU equivalence: If your previous qualifications are from outside India, get them validated by the Association of Indian Universities before applying.
- Keep passport copies ready: You'll need passport copies, visa copies (for FSRI), and embassy NOC at multiple stages.
- Check your OSC regularly: Your Overseas Study Centre is your primary point of contact for assignments, materials, and exam registration.
- Use eGyanKosh: Don't wait for physical books — download all study materials from eGyanKosh immediately after admission.
- Track your grade card: Check your grade card regularly after exams. International marks processing can take 60–90 days.
- Submit assignments on time: Late assignment submission can result in withheld results and a ₹2,000 / $100 penalty clearance fee.
